World Peace Keeping by Regional Organizations

It is an oft repeated term that modern world is a global village. It is a fact that cannot be denied but this fact is a mixed blessing. This fact on the one hand implies many advantages, benefits and favours to the individual as well as to the modern state, but on the other hand it also carries certain inherent dangers as well as disadvantages. What has been termed as “being global village” can also be termed as “internationality of the states” which means that the modern state today is more interactive with other states in the international scene than the states in the past ages were. They interact to develop trade, business, economics; to exchange culture, ideas and scientific and industrial research; to have desired influence on other economies, groups and regions; to promote their own language and literature; to develop diplomatic relations with the nations in whom they are interested as well as to eliminate the threat of rising tensions, conflicts and disputes. This threat of disputes today is so great in its magnitude that due to the capability of the states to possess weapons of mass destruction that the world as a whole is in danger of destruction due to a localized conflict between states. So no state, how much neutral or isolated, can remain unconcerned with any impending dispute anywhere in the world. The weapons of mass destruction have put a serious threat to the world peace and safety and security of mankind. Furthermore any dispute anywhere in the world, if mishandled, either by the parties to the dispute or by the neutral state, may result in another world war with even more serious consequences on the human race.
In this respect dispute resolution between the states is the practice which should find utmost importance and priority among all the groups including individuals as citizens, politicians, political parties, statesmen, diplomats, traders, scholars, poets, writers, actors, legends, opinion leaders, parliamentarians, rulers, government agencies, Non Governmental organizations, governments themselves, and above all multi-state alliances and the United Nations and its celebrated agencies and organs as the objective of peace keeping in the world is not the official responsibility of a defined class of public functionaries. As the threat concerns the whole mankind so the efforts in peace keeping concern all the groups of human kind. 
  On a practical level the states, multi-state alliances and the United Nations are primarily responsible for developing a culture rather spirit of peaceful co-existence among the peoples of the world in such a way that human beings everywhere must have similarity of opinions regarding the concept of dispute resolution through peaceful means.
